The town would rather not be gray. Citizens have no say in the matter. If they do not like being gray in a gray town, they can move to another town. There are red, blue, orange towns all around. Admittedly, it is hard to give up one’s career, one’s friends, one’s property, to go to a town of another color. Some find it not worth the disruption. Or, if they move, say, to a white town, they will meet citizens there who complain they had no say in the town’s dreary pigment. Arriving, this new neighbor joins in the unhappiness.
